Abstract

The weakness of the methods that are used in preparing and implementing the state’s general budget, especially in the investment aspect of it, has contributed to the delay in implementing investment spending, specifically contracts. Tencoe, this research aims to identify the possibility of integration between the citizen budget and the contractual budget to improve the implementation of government contracts and their role in achieving the well-being of society. In improving investment spending and the impact of their use in government units, the research was based on a basic hypothesis that says (there is a statistically significant relationship of influence and moral correlation between the citizen and contractual budgets in implementing government contracts. In order to verify the possibility of integration, the questionnaire was used to test that relationship using a set of statistical methods. It is appropriate to analyze the research variables to show the impact and correlation, using the statistical program (SPSS), and through the results of those questionnaires, the researcher reached a set of conclusions, the most important of which is preparing the budget using the citizen budget method and implementing it using the contracting method helps effectively in rationalizing government spending, and the most important thing he recommended The researcher found it necessary to subject the contracting stages from the announcement stage to the completion of work and receipt of the project to oversight and auditing bodies, and that the work of these bodies should not be limited to arrest and disbursement operations only.
