Abstract

Ethnic diversity is the most prominent characteristic of societies in today's world, and because of this characteristic of the level of stability of society and the establishment of the mechanism of political organization in the state, ethnic diversity embodies a complex problem as it represents the state of multi-national, religious, sectarian and ethnic as well as the implications generated by that diversity within State framework.

Therefore, the establishment of the state on the basis of federal form would constitute a legal and logical containment of this diversity, because of the manifestations of this form, especially at the level of internal sovereignty, as the enjoyment of these various social components of freedom that guarantees their privacy on the one hand and maintains unity  of erterna state on the other han.
