Elements and images of the crime of administrative bribery and methods of prevention in Iraqi law

Bribery is considered the most important factor of social and economic backwardness, one of the most important factors of social morality and psychological deviation, and one of the reasons for weak trust between individuals, between the ruler and the ruled, and self-mutilation. the system. Moral values and human justice violate the principles of equal opportunities and justice for members of society. Corruption is by no means a new problem, but it has become a global problem in recent times. Transnational organized crime, including corruption crimes, has grown significantly and steadily in the modern era in terms of size, scale and scope, and this rapid growth has been attributed to several reasons including technological developments. National borders are no longer the main obstacle to such crimes, leading to the fact that no country alone can successfully combat such crimes, but international cooperation is urgently required to address these crimes.
The crime of bribery constitutes a betrayal by the employee of his job and of the society to which he is entrusted with public responsibility, based on the qualities of honesty and integrity that he is expected to possess. A must have for civil servants. It is clear that bribery is the most dangerous scourge that affects public office, so it is wise to criminalize it and impose severe penalties on its perpetrators, out of awareness of its dangers and the necessity of combating it and reducing its impact on societies.
The research aimed to reveal knowledge of the concept of administrative bribery, its forms, and ways to prevent it.
To achieve the research, the researcher identified in the first section the basic elements of the research, which are the research problem, its importance, its objectives, and defining its terminology. As for the second section, it dealt with the forms of the crime of bribery and its methods, and concluded the research with a conclusion that included the results and recommendations of the research.
