Abstract

Today we live an unprecedented wave of developments at all levels and in all areas, especially those which the applications of modern technology in universities and libraries, in terms of being a field ripe for the production and circulation of information and dissemination, this phenomenon taken problematic and the names of numerous and perhaps the most important and the latest called electronic environment , which became divinely join inescapable necessity, especially for university libraries.

The Central Library at the University of Baghdad was chosen as a field of study, due to heritage of the library and its position among Iraqi universities libraries . Study aimed to identify the current reality of the library., notably that the library field of study suffers from a lack of specialists and qualified personnel in the library, and the lack of electronic information services available for use, and the failure of the library to study the needs of beneficiaries. study recommended the need to operate the Central Library to develop its service, and plans to develop and make available electronic services, whether local or available remotely gradually according to priorities based on a good knowledge of the behavior of the beneficiaries and their needs,
